There are criteria for proposals:
1. for change in a rule, must include old and new rule and old rule number
2. for change, also must include rationale or discussion of purpose AND other parts of rules that may be effected, so we don't have conflicting rules.
3. for new rules, precise text, section number suggested, rationale/discussio n of purpose and AGAIN other parts of rules that may be effected
4. for all rules, please identify the main subject. I intend, as in 2006, to group proposals by subject and section number rather than by federation proposing.

As worlds are fast approaching, I am setting January 15, 2008 as absolute deadline, so I can formate and issue to all concerned.

USA will propose rule change so that between goals ONLY, there may be more than 6 players in the water allowing what has been referred to as 'free subbing.' This requires a few changes thru out the rules. This rule was in effect for WC 2006 and at Southern Hemispheres and worked well I thot - I am level 3 deck/world ref. I feel it is actually imperative for an 'in water subbing' tourney, but it works very well for other forms also.

Carol

Here is the actual request

Rules

In the other rules thread Liam posted an Idea that I think has merit.
Playing the puck off the bottom being allowed.
My brother and I have talked about it for a while and it isn't easy. It does not make any sense not to allow moving the puck in the water column as long as the stick rules etc. are not changed.

In our local club game last night a player stuffed my pass, the puck hot up into the air, then "caught" the falling puck on his stick and moved it across his body. This allowed him to change direction away from me very cleanly. An impressive move to say the least. But it is illegal by the current rules.
Rule 14.1.6
Rule 16.3.7

Could the rules be deleted or reworded? IS there any interest in this change?

B-

Just say a skill/play such as this was allowed... would there be a duration of time inforced for how long the puck may be lifted by one person, or how high off the bottom? I imagine as soon as a ruling is made which allowed lifting/carrying of the puck with the stick, players will use it. It would also be difficult to legally steal the puck from the player as the playing surface is no longer the pool bottom, but the opposing player's stick.

Scrap the offside rule.

I fail to see the merit of it.

Unhappy rule proposals

I see you failed to read the criteria for making rule proposal(s). I must have the following:

1) number of rule to change or to be added
precise wording of rule to be changed or added
2) other rule numbers affected by this change
3) reason for rule change
4) precise wording of new or changed rule

'Scraping the offside rule' does not meet any of these criteria. And according to my word search of current rules, the word 'offside' does not occur anywhere in the rules.

i agree, the offside rule is ruining the game. also we should look into removing the restrictions on forward passes.

AHA!!!!! Got you now Carol... since I for one HAVE been called offside before in an underwater hockey game: in 1987. It must be in there somewhere, right? It stopped me scoring a goal too, confounded rule!!

Liam, agree totally on the forward pass rule also - hard to see a difference at the moment between underwater hcokey and American Football.
