Countries are welcome to enter 2 teams at elite and junior level

What do they mean by "Countries are welcome to enter 2 teams at elite and junior level"?
Would both teams be eligible for medals? If not do the points count in the round robin?
Isn’t a World Championships about the elite players…not development teams?
Can anyone shed some light on this?

You are comparing apples and oranges
Euros was a five day event
Bari included accommodations but again a short event - 4-5 days
Sheffield is comparable

Perhaps someone can dig up info on what the entry fees have been for the past 5 or 6 World's and see if we're on the steady climb or just took a monster jump. 800 euros more than Sheffield might make sense if the pool at Sheffield didn't cost anything. If not and if Christchurch and Calgary were in the 24 - 2500 range, then this really is a jump. Carol probably has the San Jose numbers. But wait, there's more... we have the built-in additional cost of quality reffing, right? Okay, so it makes sense.

But whatever, like my Google quote of the day says:

.... and also explain that why since Worlds is too long we may have to play 3 games a day, extra teams are being added that have no 'right' (as a participating country) to play?
