It makes sense now that they would consider taking 16 teams and approve a plan to not ban anyone. With the 15% increase in licenses they should be able to make a dent, although small, if they can get that many teams to show up.

Wonder if this answers the question of who will go to Tunis in 2009? Could be no one if they don't have a working budget.
