Elite side will play in the A-League and the second side will be playing in the B-League... This was done to improve development for UW Hockey, as there are less and less numbers each year... Perfect example is the countries commiting to this year's WC, in the mens open Elite, there are 18 countries yet only 10 are going to Worlds... Yes, funds are an issue, but it can't be so for 8 countries, thats just silly...
I don't even wanna get started on the other divisions as there numbers are much less!
So i'm all for the 2 sides per country, and the more games the better...

OK, I agree, the more hockey the b-countries get, the better it is for them and for hockey. One fatal flaw in your logic above though (...straining my memory of the rules...) is that when there are 10 countries in a division there will be no b-poule, but a single round robin with all teams. I would not be keen for a b-poule situation to be created just to allow more than one team from a country to compete.
