and whilst i'm having a ranting sort of day: why black togs [swimsuits] for refs? sure, black is a slimming colour, but i can tell you from grim personal experience it has it limits. i think many refs are beyond those limits.
how about refs wearing red togs to match their caps?

let's see: the refs are each buying their own vests; they will pay when they receive their vests or maybe their country will ante up, but I am paying for initial investment. We are not buying 100 vests - more like 30 to begin with.
referees going to Durban chose black - basic, simple, most already have one and it is not a country color - not to say some countries do not have black in their national colors, but no country has solid black only.
no time to fix rules? too much trouble? guess it's not that important
