scenario:
BOA/BUSA decides not to participate in Durban.
a group of well-skilled, well-trained GB women arrive in Durban and ask to register to play.
will WAA let them play [and/or call themselves the GB womens snorkle-battle-extreme team]?
...assuming WAA accepted their entry form and entry fee in the first place.
