In US we'd say that is evidence not in fact. What evidence is there that BOA and/or BUSA have withdrawn from participation in Durban? BOA has their AGN in mid January. Have I missed a message or official announcement?
I believe WAA will have one representative member federation from each country wishing to join as this is rather standard for international organizations. I imagine those in fairly recent participation (ie Argentina) and/or now participating will be grandfathered in on upon application. I cannot see WAA allowing a team from, say Florida, as separate entry from USA team(s) from the long standing and participating member federation USOA. The draft bylaws do not allow for this kind of entry.
