International Players rule

Good interview.

Seeing as there's a discussion on rules and regulations on some of the other threads, it might be a good time to add another one.
What's the reasoning behind the 4 year living in a country rule and / or citizenship thing. Four years is an awefully long time.
People move around for personal and work/career reasons.
I think the rule should allow some flexibility to allow those of us who move countries for personal reasons to be able to play in the country you call home. If you find that you have exhausted the options available to you with regards to trying to play for your country of origin (financial, distance, leave obsticles, relationship or family commitments), surely there should be some scope to play for the country you're living in, even if your visa doesn't have the word 'resident' stamped in it.
Can there be some sort of application process, where you apply for an exemption from the rule, and maybe get a letter from your country of origin stating that they're ok for you to play for another country, and a letter from the country you'd like to play for saying that they'd be happy to have you if you get through the trails?
