Rule changes are not automatic. A rule change or addition or whatever must be voted either at the biennial rules meeting held at WC or between WCs by postal vote. Rule changes passed unanimiously at a WC rules meeting can be implemented immediately upon notification and agreement of teams cpts present. Process to change rules is in current WAA rules.
I don't believe one set or another of rules will be 'better' but will be different.
