There are criteria for proposals:

4. for all rules, please identify the main subject. I intend, as in 2006, to group proposals by subject and section number rather than by federation proposing.
As worlds are fast approaching, I am setting January 15, 2008 as absolute deadline, so I can formate and issue to all concerned.
USA will propose rule change so that between goals ONLY, there may be more than 6 players in the water allowing what has been referred to as 'free subbing.' This requires a few changes thru out the rules. This rule was in effect for WC 2006 and at Southern Hemispheres and worked well I thot - I am level 3 deck/world ref. I feel it is actually imperative for an 'in water subbing' tourney, but it works very well for other forms also.

An aquifer is a water bearing layer of rock or soil. Aquifers are separated by impermeable layers of rock or clay called an aquitard. Aquitard, however may sound a bit offensive to some, and therefore we will be changing the name to Aquachallenge.
