Carl, it’s a complicated question really. Historically the rules for UWH have had changes suggested at the WC (usually by the country rules rep) in meetings discussed voted on, then enacted in a rules update to be enforced for the next WC. What Carol has asked for is basically the request for rules changes that normally is supposed to go out in some form of communication from the countries’ rules organizer or some other rep to the population they want to here from. Carol is going straight to the source, and trying to get out to the entire affected population posting on small list serves, hockeynet, and here (at least) to ask the question and following up, I think it was first posted a couple months ago, I know I have a couple emails from July about it. This is so they can get organized and put in a format to be voted on in Durban.
Tony is essentially doing the same thing for CMAS, but not sure what the process will be, maybe just re-written and published.
Who OWNS rules to any sport? There are organizations that oversee and publish them, then enforce them at their competitions, FIFA, RLIF etc... whatever; but own?
I guess this is the first step in creating Underwater Hockey League and Underwater Hockey Union. er... snorkel battle extreme (sorry liam most of the pools I play are outside) Lets see how long the two stay in anyway similar.
