exactly. the world tournament director previews - on site - the venue and associated necessities about 1 year in advance - suggesting and pointing out needs. Then s/he keeps in constant communication (email, phone, etc) with organizing host committee chair/convenor/whatever and heads of subcommittees as needed. S/he is the control but not an organizer.
Adding to the complications are the variety of venues - outdoor pool in San Jose; Ponds Forge; pool in Tas; QUII in Christchurch; Talisman Center in Canada - different playing configurations, different bottoms, depth of playing areas, weird pool stuff (ie walls in Sheffield), what venue will allow and so forth.
I cannot fathom how anyone could imagine a group of 6 persons( on 3 continents, 6 countries speaking 3 languages) could organize a WC - I know from 1998, it all must be on site - US committee in San Jose (me included) met monthly for a year; then weekly last month; and daily week before teams arrived. And that was 1998 - a far cry from the superior effort by BOA which I believe we all agree was tremendous.
